About a UK provisional driving licence?

To drive with a provisional I know that the passenger has to have had a full licence for at least 3 years and be over 21.

But do they have to be able to physically drive the car? For example if they have their arm in a sling, is that still ok?

Don't want to argue with a driving instructor but I thought as the supervising driver you had to be insured to drive the vehicle and fit to drive e.g. sober, no mobile phone use and actually capable of driving? So the person could take over driving if needed.

That is a good one, I am a driving instructor and as far as I am aware you just need a qualified driver.
