If you plan on storing your car in the garage and not operating it at all, you can file for 'non-operational status" on your car. You need to file for it while your existing registration is still in place. It costs $18 at the DMV. While your vehicle is in non-operational status, it cannot be operated on public roadways legally. You can also contact your insurance company and cancel your insurance. If it is not on the road, you are not obligated to carry liability coverage.

However, you say that it will not be driven at all, then contradict by saying it will be driven a few hundred miles per year. If you plan on operating your car on public roadways at all, you will need to continue paying your registration fees and for liability insurance. You can call your insurance company and reduce your coverage to the base minimum liability coverage if you like, until you are ready to operate the vehicle full time.

If you decide to place a non-operational status on your vehicle, you must do so on or before your vehicleâ€™s registration expiration date (Off-Highway Vehicles must pay the PNO fee on or before the OHV's biennial registration expiration date or the non-operational status option is forfeited. Full registration fees and penalties would be due.) The renewal notice has a box designated for you to check that indicates you want the non-operational status marked on your vehicleâ€™s record. The Planned Non-Operation (PNO) fee must be sent to DMV with the bottom portion of the renewal notice on which you have checked the Planned Non-Operation box.

If you do not have a renewal notice you may complete a Certificate of Planned Non-operation (REG 102) and mail it along with a check or money order to:

Once a non-operational status is placed on a vehicleâ€™s record, it remains until you decide to operate the vehicle and pay full registration renewal fees. You do not have to respond to the Non-operated Vehicle Notice that you will receive. However, if you have personalized plates on your vehicle, you must pay an annual retention fee to retain your priority to that plate configuration. If the DMV does not receive the retention fee, your priority to the plate configuration will be forfeited and it will be made available to someone else.

Each state probably has different rules but in my state, If I park my car in a garage and don't drive it, I don't need to do anything except insure it if I choose. if I insure it, I would put only comprehensive on it. I personally wouldn't waste spending money even on comprehensive for a vehicle that is worth next to nothing though. If you intend to drive it for just one minute per year, you will have to keep it registered, licensed, with at least liability insurance on it.

In california I am not sure how to not pay the yearly road tax 'cause the plate stays on the car,
as far as insurance, I would drop it all , not driving it you do not need coverage and the only way it could be a loss is if the garage burns down, I would add the jeep to your homeowners policy to cover the value in a fire.

concerning yearly storage,
run the car just outside the garage, take off the air filter while it is running and pour 10 weight motor oil down the air intake until it stalls.
pour and extra quart of oil in the engine.
Drain the fuel tank completely from siphoning or removal of the fuel line.
push back in the garage and jack it up to let the tires hang an inch off the ground, remove the air in the tires down to 10 pounds, , buying a hand pump sprayer that can spray motor oil, get a quart of 5 weight motor oil and spray the complete engine compartment the engine and fender walls,Do not spray the fan belts buy a box of moth balls and put some in a dish inside the motor compartment, some in the interior and trunk area, lower the windows two inches, remove the battery

there is more to do but this would suffice

i think you should get a new car a new yr i have a car that is old as well but about in Dec im going to get a new car don't know what car just but im going to get one like in the yr of 2000 and up but it really comes down to you do you really want a new car or do u love the car you have make up a list why you need a new car and the same why you want to use your old one and which over is more then you go with it ok but i really don't think you should but it in the garage you should sell it or trade it in or just give it away do u have kids that need a car because they just got their license if so give them the car or any other kid that is in you family that is the legal age to drive.
