I got a ticket and went to court on July 20th of 2008. The judge said that I wasn't able to get a drivers license until exactly one year after my court date. So according to the judge I cant get a license until July 20, 2009. I'm not able to get a license, but am i able to get a permit? I live in California and I'm 17 btw.

It usually means that you are not eligible for either until 1 year from your conviction date. You can try to get your Permit, but I really doubt DMV will allow you until after July 20th. |

If you were driving without a permit you must wait a year to get a permit. now if you have a permit already and got a ticket with it, I believe you can still get the license after 6 months. that's at least how it is in PA |

Well, if the Judges ruling was "no license until July 20, 2009" then I don't see why a permit would go against that.
Go ahead and go to the DMV and take the written test for your permit. Then when July 20th comes around, go and get your license.
Of course this isn't professional legal advice, just my personal opinion.
