true. a bicyclist is subject to traffic regulations just as a car is and can be cited and or pulled over for breaking the rules

It depends if you are asking whether they should be insured and taxed like motorists, then it's no.
But if you can get a hold of them and they happen to carry documents (where I come from we aren't required to carry documents) they can be cited for violations just like anyone else, including pedestrians and dogs.
