Could someone(s) please explain to me... what to do ?
I am gonna have my permit next week, and my license in 2 weeks.
I'll have enough money to buy a used car by then, but... how does it work ?.. What should I MAKE SURE I have from the seller, lets say off of Craiglist ? I also was told it's a good idea to make the seller come to the mechanic shop and get a $30 quick checkup, does that sound, right ?
What else should I require/ask for ?
Lastly, someone now told me in order to BUY the car off someone I will need to FIRST get it notarized with PROOF of insurance, so I have to buy insurance before I even get the car ? .. Again, I live in PA.

Go the state's DMV website...they have plenty of advice there for you instead taking other peoples word for it.
As for insurance, no you don't need it before...you need to get it insured technically before you drive it, though. So once you buy it, call your insurance company, and get it done. |

Doesn't sound like you are ready for the responsibilities of buying a car, but go to a reputable dealer if you buy used. There are a lot of car dealers that just want your money and will sell you anything.

Make sure you have the car checked out before there is any money handed over. You will need to get the history of the car, example, when the last oil change was, last time breaks were replaced, how old the tires are etc. How many mile per gallon the car gets, how many miles are on the car. If any major parts have been replaced or have shown signs of problems. Yes you have to get it notarized and you do need proof of insurance before you can get it notarized. I have state minimum with Geico and pay about $70 a month. Make sure the manual is with the car, if its not, ask the owner to write down the brands of fluids required for the vehicle that way you know for future reference.
