CA registration cannot pass smog but need title in my name. Can I register it as non-op to get title?

I have an 86 Jeep and it is going to need some work to pass CA smog. I bought it a few months ago and need the smog to get the title transferred in my name but I will probably be leaving to CO soon. Could I just register it as non-op then transfer the title to CO, therefore bypassing smog?

If it is registered as a non-op, you can't drive it AT ALL. If you get caught by the cops, the ticket won't be pretty.

If CO is like other states, the car has to be in the state to register it.

In California they have an option for you to suspend registration and insurance if your car is inoperable, it is termed PNO for Planned Non-Operation status.

You would not need to check with the CO DMV to see if they have something similar or to ask what you should do regarding your registration and insurance on your vehicle that is not running.
