I applied for a provisional license via the DVLA website and am just waiting for the paperwork through the post. (Surley if I didn't meet the age requirements they would of said before payment). And I have checked CBT courses and they don't state that you have to be 16, all you need is your license.
However I have been told by people that you do need to be 16.

nope...you can take it on your 16 birthday but not before..i think you can apply for your car licence 1 month before your 16th birthday...your moped entitlement will start on your 16birthday and your car on your 17th... |

Stage 1
You can apply for your licence up to 3 months before your 16th and it should take a Max of 3 weeks to arrive. So you could get it over 2 months before, but it will not be valid until you are 16.
Stage 2
You require a valid drivers licence number to book your Motor Bike Based Theory Test. (Will not cover you for Cars)
After you pass your Theory Test you will get a Pass Certificate. You only do the 1 and it covers you for all 3 Motor Bike Groups A, A1 and P and expires when your Licence does, Age 70.
Stage 3
If you read the paperwork I wouldn't mind betting it said something like (Relevant)? Valid Drivers Licence
You require the Theory Test Pass Certificate Number to book your CBT.
You will also need the CBT Pass Certificate Number before you can get any insurance at all.
I must admit I do not know if you can do a course which includes both the Theory Test and CBT.
But whatever the last thing is minimum age for driving Moped on Public Highway is 16 and the CBT includes driving on Public Highway or did you not know that?
