I have a car that is in my Mom's name that I pay for. There is no clear title, as there is still a lien on it.
My Dad wants to buy it from me. He wants to take over the payments, and give me the difference in cash between the lien of the car and the value of the car (similar to a down payment, I guess).
Will I be able to transfer the title and insurance in his name, if there is still a lien on the title with my Mother's name on it?
Additional Details
Well I know he would have to apply for his own insurance once he gets the car, but I was wondering if he could still put the insurance in his name, if the title is in my Mom's name and has a lien on it.

No. The state will not permit transfer of title until lien is satisfied. Additionally, only your mother can transfer it if it is titled to her.
Insurance is never transferable. New owner must apply individually. |

No, if there is a lien on the car it can not be sold because you don't own it, the bank does. Once the bank is paid off and the lien release is issued it can then be transferred and he can get insurance. |
