i just got my license about 2-3 weeks ago. i got insurance card and license nys on me. can i drive with ppl in the car? i am 18

Yes, once you are 18 there are no restrictions.

To quote the web page:

On your 18th birthday, your driver record indicates that you are a Class D driver. There is no need to wait until you have your new Class D driver license before you drive as a senior driver. You can drive as a senior driver on your 18th birthday.

yes. unless there is a rule in your state about driving so long before people can ride with you but since your eighteen that seems unlikely.
