My parents own the car, I drive it, and she has no car that follows the NJ requirements - does one of my parents have to be there for her to drive the car for the road test?

No, but just make sure your friend does not drive to the road test in your car as they will instantly fail the test and be subjected to a fine. That's if he/she drives there by themselves.

If you have a lerners permit, you are required by law to not drive to the road test site.
Now a licensed driver has to be with you when you arrive, not be there when the test is taken.
