If a court order is issued, law enforcement will enforce the repo order. If your garage is open, they can come and take the car from there , but they can not break in, without a court order.
The repo man is going to get your car, one way or the other. The harder it is for him, the more he is going to charge, and the more the bank will sue you for! Pay your payments, or give them back the car!! |

In some states, yes, they can come into your garage. The police department may assist as a professional courtesy to make sure the laws are followed and no one is injured/causes a stink, but no one 'uses' the police.
I'm afraid once you default on your loan, it's no longer "your" car anymore, it's theirs. |

Your vehicle can be repossessed anywhere (other than some military bases where they are not allowed to enter). You can go into a grocery store and come out to find your vehicle gone.
However, the repo people can not physically enter your garage without your permission as that would be breaking and entering. If you are in default on your payments, there is a repossession order, and they know for a fact that the vehicle is being held in a garage; repo people can have law enforcement compel you to allow them to access the vehicle. |

They can enter your garage in most states only if the door is left open. They can ask the police to enforce the peace but the police CANNOT enforce the repo action; it's a civil matter not a crimminal one.
A repo agent cannot breach the peace or break into your home to effect the repo action. |
