Yes, in any state. There is NO requirement to have a license to register a car, only to DRIVE a car. Nor do you need a license to purchase insurance, either, thoug some dim-bulb agents are not aware of that fact.
My uncle was a quad for many years and owned cars in a number of states. All in his hame and all insured. He couldn't drive rather obviously and was blind for the last 7 or 8 years. Every once in a while some idiot at the DMV or an insurance office would give him and my aunt or cousins crap but he never left without satisfaction. |

Yes you can, not having a driver's license cannot stop you from purchasing a vehicle. HOWEVER, many dealers will not release the vehicle to you unless you have insurance on the vehicle. Therefore, you need to make sure you have can purchase an insurance policy for when you purchase the vehicle. If you are under the age of 18, and do not have a parent with you, you may have problems purchasing a vehicle as well, as you are not legally able to enter a contract (that includes a purchase agreement) until you are 18. |

here in cali they ask for a drivers license at the car dealer to be able to give you the car. but if you buy it off a private party i think you can register it with out a license. |

I think we can in NY... not sure about Kansas. Try calling the DMV tomorrow and asking them... or a local car dealership.

You can buy from private owner but dealership, carlot require drivers license as does sec. of state and ins. co. |

I know in Georgia you cant because you have to show a valid drivers license at both places and you have to have a license to but a car in your name. |

normally you have to show proof of insurance before the DMV will hand you a set of tags. In order to get insurance you need a DL # so that the insurance company can check your driving record and give you an accurate quote and set you up with insurance. So I guess the answer is yes, you can buy the car, but registering it and getting the tags and plates are a different issue. |
