if you are going to be a new licenses driver,then you should take the safety course first before you get the insurance,that way you can provide a safe driving course paper to your insurance company to get a discount. |

No, but a course might be helpful if your company allows discounts for such things. Some do, many don't.

you can't take 'training' courses, but rather a 'defensive driving' class in your state and you will receive a certificate upon completion
then 2 options:
1/ present it to your ins. co, and get a discount
or
2/reduction in points[infractions like speeding tickets, red lights, etc...] on your license if any |
