According to most insurance companies this situation would be considered one accident and it would be the person who caused the initial hit, in this case car 3. |

I can only tell you, as the driver of Car 3, that my insurance paid for both car #1 and car #2.
Luckily, I live in a city where police reports aren't required; in fact, the police don't even respond to non-injury accidents where all cars are driveable. |

car. same if your on the highway, and ur behind a guy who suddenly slams on the breaks and you crash into him at 70 mph, the damage is put on because of you. |

In Ontario: (Other States May Vary)
Is Car 1 stopped or in motion? Is Car 2 stopped or in motion? Responsibiltiy varies.
If all 3 are in motion, Car 3 is responsible for 100% of the damage to Car 2, and 50% of the damagae to Car 1. Car 2 is also responsible for 50% of the damage to Car 1.
If Cars 1 and 2 are stopped, Car 3 is 100% responsible for all the damage.

Ok, SOME people here have it mostly right. In most states, yes, car 3 (yes, car 3, not car 2) is going to be the one at fault for starting the whole chain of events. SOME states though will place a portion or even a majority of blame on car 2 for not maintaining a safe distance to car 1. However, in a lot of those states, car 3 is still going to be (as stated earlier) proximate cause of the loss and therefor more liable for the damages caused to the other two vehicles. As a result, how car 1 seeks damages between car 2 and car 3 can vary between states and insurance companies. |

I would say car 3 but I am not sure as they could argue car 2 should of been more careful and not so close behind |

Car 2. Even if the force from the impact with 3 propelled 2 into 1. If car 1 felt two impacts then the liability would be split 50/50 by 3 and 2. |
