i bought a car from a guy over craigslist for $200 and he signed the title over and took the section he had to send in,when i went to go put the car in my name the guy a the D.O.L told me that the guy had ripped off the wrong section of the title voiding it so i had to go get a notarized release of interest.it took me awhile to find him again but i eventually did and I've been calling him trying to get him to come get this paper notarized with me (i live in WA and the seller must be present) and he keeps telling me he'll come but then he just ignores me afterward and eventually he just stopped answering his phone.
is there any way i can legally get this guy to come sign this damn release of interest?
any help or advice would be greatly appreciated.i really don't wanna lose the car for whatever reason I've grown quite fond of it.

ALWAYS get a licensed notary to witness and notarize any private party car title documents in any state, we also do boats and bikes as well for the same reasons. Better to be safe, then sorry!
You don't have to be there in person, you can simply fax him the documents and then hire a mobile notary in your state to go to his house or office to witness his signature and stamp the document. Then the notary can either fax or mail the document to you or if need be the person cna witnes you signing document as well.
