Caught driving without a permit or license? Hit someones car as well.?

I'm 17 years old I live in Hawaii. I hit a persons car and the police came to document the accident. The other persons car has few scratches on their rear bumper. I was cited because I don't have a permit or a license. I have to go to court next month. Will I be unable to get a license until I'm a lot older? What are the consequences and if I'm unable to get my license till i'm in my 20's in the state of Hawaii; am I able to get my license at another state? And how much do you think it will cost to repair a rear bumper?

I was driving out a exit at a parking lot and I hit someones car. It is my mothers new car and it did have insurance. It was prom day as well. Do I have to call the insurance company as well? My moms car isn't damaged.

When you answer the citation, the judge will most likely move the date you can get your license ahead for several months (not years). You will not be able to get a license any sooner in another state because all of the states are linked. You do have to call the insurance company if you want them to pay for the repairs to the other guys car. You may be tempted to pay for the others repairs out of pocket but My personal opinion is that is not a good idea. Many times the other party will see that they have you in a bind and will come back with "newly found" damage and/or my "back hurts now and I need more money". If you let the insurance company handle it, that won't happen and if it should, they will take care of it. Take your lumps.

Since we can't see the bumper, we have no way of telling you how much it will cost. I can promise you, it will be more than you think it will be. Body repair on modern vehicles is not inexpensive.

You're at the mercy of the judge hearing the case. The judge might be lenient if you had a damn good reason for driving without a license and insurance. He/she can prevent you from obtaining a license for years and require you to maintain a bond for a few more years if they so desire. Whatever his/her decision, you will not be able to obtain a license in any other state until the restrictions placed on you by the judge in Hawaii have expired. State BMVs share info.

EDIT: In most states, you are required to carry liability insurance. I'm not sure about Hawaii's laws. Your mother needs to contact the insurance company. They might pay for damages to the other car. But since you are unlicensed and were driving (presumably) without your mother's permission, they might also say no.

As far as the cost for a bumper: depends on the year, make and model of car you hit. I can practically guarantee that the person you hit will want a brand, new bumper regardless of how minor you say the damage is.
