NO, you don't need to get a regular driver's license, but you'll find that to get a motorcycle license will cost you quite a bit more than an class 5 automobile license (in Canada anyway 'cause that's where I am).
You have to be tested the same way - both in driving skill and the written test because a motorcycle is a vehicle on the road with every other vehicle and you still have to know and abide by the rules of the road. I'm surprised your mom is encouraging you getting a motorcycle - the case is usually the reverse!
The only "motorcycle" you don't need a motorcycle license for is a scooter with a very small engine and I think you may need a regular driver's license for that - you should check with the Department of Motor Vehicles and Licensing in your State or Province for the exact details and requirements....I had a Honda Passport Scooter which which had a 72 cc engine (which was a hoot to drive I might add...) and all I needed was my regular driver's license - but then like I said I'm in Canada and the rules are not quite the same here as in the States - you'd do yourself a service to formally check it out. In the context of UK laws, You can ride a motorcycle of 50CC if You went through a day long CBT(compulsary Basic Training) and over the age of 16. However you can't go out to motorway with that.
If you like to ride something more powerfull than 50CC, then a full driving license is required.

In Australia some states allow you to drive a 50 cc mopped on a car licence some require you to get a separate restricted motorcycle licence.

there is no requirement to have a car licence prior to getting a motorcycle licence, however some state will restrict new riders to 250cc capacity motorcycles.

I have never worked that out as a new car driver can go and buy a v8 commodore or a wrx turbo but is restricted to a small capacity motorcycle..thats bureaucrats for you!

Getting a motorcycle licence is not easy and in actual fact the testers can be tougher on bikes because of the accident records some states have.

Many tests require evidence of control such as lock to lock figure eights, a full turn within a road without going over the kerb, a hill start and an emergency stop without locking the wheels .

Some will also require Advanced rider schooling before allowing you to go to a larger capacity bike.
