Find answers to your legal question.

Do you think all vehicles that use the road should be Road registered and insured?

All vehicles including, Bicycles and mobility scooters.
Should all have a registration number and insurance. (Except tax as they are self propelled or electric)

Bicycles do cause damage to other vehicles when crashed and they have no insurance to cover themselfs nor the person or object they hit. (And having a reg number should stop alot of them going through red lights and using the pavements)

Fred C - I reason I said disabled scooters is while i was working i sore a man on his disabled scooter with a Q plate (Q meaning Unsure of the age of the vehicle, In the uk) (E.g. Q123 ABC).

So if he can do this, why can they all.

Yes and I also think that bicycles should have to follow the same rules as a car does and I think bicycles should have to be inspected to see if they are in working order like a car does. But I also think that there should be bicycle lanes everywhere for more safety for the person riding the bike.

A class on road safety would be more practical.

It doesn't matter if a bike has insurance or not. Insurance just means there is a third party who will foot the bill. They are still responsible, insurance or not, you can claim off them in civil courts or your car insurance company would chase them for you.

To introduce a new law there has to be a fighting chance of enforcing it so some system of tagging would be needed.

I guess insurance would be a flat rate, unless you also propose some form of competancy test and no-claims bonus system

I would agree with you though, registration would be my preference, insurance is up to them, i can sue them if i can identify them via a registration system.

In theory yes but I doubt if it would work in practise

What a good idea.

I believe all vehicles should have at least 3rd party property insurance, however I can see why bicycles don't have to.
If a bicycle hits a mercedes benz, the chances are its not going to cost thousands of dollars.

yes, you should see the state of some of the tractors that are being driven on the roads round our way, was behind 1 yesterday that didnt have any indicator lights at all.

DeborahUlloa
yeah of course someone should be liable for every accident

I fully agree yes they should - premiums could reflect the lower risk of certain road users but nevertheless they create a risk to themselves and other road vehicles.

I also think that bikes on occasions actually break road rules for their own benefit and this is extremely dangerous - eg they jump red lights, go down one way streets the wrong way etc. If they were made financially accountable for their actions and insurance only paid against acting correctly this could only be a good thing.

That said - it would be a drop in the ocean compared to the ever increasing number of cars that we now have on the road. Standard families having 2 or even 3 cars - strange, bizarre and grossly wrong.

As much as i think the insurence companies take the piss, i have to agree that bikes should have insurence something like £2 a month

olliewobbles
Couldnt agree more

Yes, this happens else where, I am in Switzerland and bicycles have a sticker now they used to have a small plate but it was stopped for ecological reasons , but the end of the story is , that every thing that moves or uses the road is taxed and insured, so if you hurt some one or his property he can claim , it costs from £2 to £3 for a bicycle and you are then covered for a £1.000.000, so it is worth it, and it is obligatory.

Yes, all vehicles using public areas should be licensed to prevent mis-use. I grew up in a small town in SA and there all bicycles had to have a bicycle license which was purchased at the local town council offices. This was very cheap to be fair, but it meant that they provided areas to lock up your bike and also knew how many bicycles were in the town. The license consisted of a small tin square with a whole stamped in it to fix on the frame under the seat or on the front forks. The money paid for the license could be collected in a central fund basically constituting a third party insurance fund don't you think? Ahh the good old days hey! I also think trick bikes and mini bikes should be confiscated when used outside of specified areas, but that will not be liked by many. Personally I think we should do more to make young children and the elderly feel safer on our streets, again, I said "feel safer" as I am in no way at all implying that they are not already safe. Safety is as much a state of mind as a physical reality to many people.

This is an easy question because it is is legally /mandatory and compulsory for every vehicle to be registered incase of accident.even if it is only for the use of the road. Therefore, all vehicle s should be registered

John W
Totally agree, although i doubt this govt would attempt to anger the cyclists with this one.. i'd even go a wee bit further and get them to sit a basic course (maybe something like a CBT??) before they were allowed to ride on a public road.. some of them are a danger to everyone around...

who
they should pay to........and reg'm

Right, you are going to make a crippled guy who uses a scooter because he can't walk stand in line for licence plates, especially when the vehicle spends most of the time in the house and in the mall? Wait until it is you that needs one then come back and talk to us.
By the way, mobility scooters spend very little time on the road. While you are riding one outdoors, you are basically a pedestrian. Most of the time they are on sidewalks. The only time they are on the road is when government has been too cheap to build sidewalks with ramped access, or in the winter when government has been too cheap to clear those sidewalks. There is no difference in practical terms between a mobility chair used by a disabled veteran whose leg was blown off while defending the country for you, and that same disabled veteral with an artificial leg, or crutches, or in a regular wheelchair, is there? They are all mobility aids.
Pfzzzzzzt!
And for all that agree, are you planning on being available 24 hours a day to chauffeur your parents, aunts, and uncles around instead of letting them keep their freedom with a power chair? To run them to 7-Eleven, Wal-Mart, the library, grocery shopping, etc, even when some of those locations are only 2 blocks from their place, but 25 miles from yours? No? Didn't think so!

By the way, we used to have plates for mobility scooters here. It became a problem when others treated them like cars and tried to ban them from some stores and malls because they were "motor vehicles".

Kurtis G
Only motorized vehicles. If everyone was honest, I'd be against that too, but we all know better than to think that everyone is honst.

We don't need insurance for bicycles, horses, pedestrians, etc because there's very seldom "catastrophic damage" when there's an accident. Have you ever heard of a bicyle accident causing over $100,000.00 in damages?

cubnation1908
no, how are you going to license a bike? Is your 10 year old going to have to go down to the DMV, ride around some cones and have his picture taken for a bike license? Is he gonna have to carry it with him each time he rides his bike? And what about a case when some one is borrowing another persons bike. Would it be life car insurance: it doesn't matter who is driving, the owner is the one responsible? So, no for bikes.
Mobility scooters- that may be a different story. But how would you regulate all of this?
