He should be listed as an occasional driver on your policy. You premium will go up accordingly. Technically, if he has a license and lives in your home, he has to be listed as a driver.

Every driver need to be insured.For your and his sake,especially if he is living with you.
As a father,you should make sure he does not drive without insurance.
You have 2 choices...

1. Call AAA and add him to your policy.This is the least expensive way to get him insured.But your policy will be charged if he gets in an accident or gets moving violations.

When parents or guardians sign for a minor to get a driver license, they are stating that they will accept financial responsibility for that minor. Financial responsibility in California requires that drivers and vehicle owners carry the following minimum monetary limits:

$15,000 for injury or death of 1 person per accident
$30,000 for injury or death of 2 or more persons per accident
$5,000 for any property damage per accident
Evidence of financial responsibility must be carried at all times in the vehicle. Most Californians maintain financial responsibility through insurance companies, which provide the policy holder with an identification card to be used as evidence of coverage. The card must state the insurance companyâ€™s name and address, the period of coverage, and policy number.

In CA they are picky about having drivers listed. If you fail to disclose that your son got his license, and he would get into an accident the claim could possibly be denied since he was not listed nor rated as a driver in the household, so it is better to be safe than sorry and call your insurance company with your son's new driving info. As indicated above, CA requires DRIVERS AND VEHICLE OWNERS be insured... so by this statement they require your son to be rated as an insured driver in the household.

Here in the U.K Minimum age for Car Licence is 17. Your insurance would cover spouse ie your husband but you could have your son added as an named driver.
One point is that the main driver must be the policy holder.
Your son will not gain any No Claims Bonus. Here in the U.K some companies are now including this as an option but you may have to change companies to get it, if available and obviously wont be the cheaper companies.

technically, you should put him under your policy, BUT, I have three kids, and I never listed anyone of them under my policy........one by one, as each got into an accident, my carrier told me I had to put them under my policy....I was never penalized.........take it from President Bush.........."don't ask.....don't tell".......
