if you mean can you get insured through normal car insurance companies on a provisional licence then the answer is yes, i insured my self for my own car on a provisional and then got a free yrs no claims bonus, it cost Â£600 but it was worth it because every time some one came to my house who could drive i made them sit in my car while i drove them about with my L's on

Technically an "any driver" policy would provide cover. However look for small print defining persons entitled to drive. There may be exclusions on age, licence status there. It would be a wise precaution to inform the insurers and get their response (in writing) that the learner is covered.

who ever is taking you out should technically inform their insurer that you are a named driver on their policy, it will be costly, but its the proper way.

in the uk - you can be added on as a named driver to an existing policy (such as parents, friends, partners...)
or you can get your own insurance for your vehicle...
i added my bf onto my policy as a learner. it is pretty expensive, but then so is the insurance for teh first year after you pass and you will be building up no claims bonus all the time...

if driving on someone elses policy which is for any driver they need to check with their insurers both about your provisional licemce and your age as some policies only cover over a certain age.

you have to notify the company that you are planning to have some one with a provisional only licence
if your with line direct you can have them as a named driver and they will start to collect no claims even tho its on your policy

In answer to your question then, they would definitely NOT be insured as a provisional licence holder.
