so im trying to help my friend, he came to the US on a valid visa 9 years ago (He's 19 now) his visa now expired, but he applied to get his social security and he's on the awaiting list now and he should get it in about 2 years. my question is, Is there any way he could get a driver's license without using a social security number but with proof that he's on the waiting list (or something like that) He needs his license to get around, (work, family, school etc) and he really cant put his life in wait for 2 years.
Or is there anything that he could do, We live in Illinois

He doesn't have any type of visa right now, he only had visitors, and it expired, he also has his passport but is expired as well since he cant renew it

With an expired visa/passport, he is going to have a lot of problems getting a license now most likely.
In a lot of states now, persons here on a visa or with a Green Card can get a driver's license without needing a SSN, but in your friends case, ICE is going to have some issues with him still being in country & his privileges to stay here are expired. Before he attempts to get a license, he should get his visa renewed. Since the paperwork he will be filling out at DMV are legal documents, on a legal standpoint, he shouldn't attempt it until he is back in legal status to be in this country. |

I think he can get license now.Currently which visa status he has?If he has any visa except visitor visa then i think he should get the license.He need to show his passport & Visa to DMV.Tell him to issue a State ID card from DMV.It will proof that he is a resident of that state.
Here I have H4 Visa status and I got my License from VA.
Oh...you said his VIsa already expired...so he is no longer legal here...he is illegal now.He have to renew his visa otherwise he will be in big problem...he might be deported from USA as alrealy he is illegal because of his expired visa. |

Your friend, at this point, is called an "Illegal Alien"
Maybe if he moved to California or one of the other states that will give illegal aliens a license he could get one.
I wouldn't expect a valid SSN will be issued to him. Or when he goes to get it that the INS is waiting there to deport him. |
