I know someone whose license is suspended in CA and they are considering attempting to acquire one in AL... has this ever worked for you or someone you know? Because I have doubts lol. The DMV seems like an all-knowing entity...

Won't work. To get a license in AL he will have to turn in his CA license first, and it will come up suspended. If he lies and claims no license, they will require he prove his identity and before they issue a license they will run an all states check, his suspended CA will show and not only will he not get a license, he has not lied on an application,under oath, which may carry some criminal penalties. |

it used to work but now with computers if they take the time to look they'll find out. either way, if he lies about it, as they DO ask, he has committed a criminal offense which can result in jail time. there's a good chance he'd get caught, but the biggest issue would be if he got away with it, then had a serious accident and got caught later.
1. he'd go to jail, if he injured or killed someone they could call it premeditated since he KNEW he wasn't supposed to drive. normally he might get manslaughter, or nothing, but he could get M1 for it.
2. his insurance would not pay for any accident as he had fraudulently obtained insurance. also a felony, called insurance fraud. |

Under federal mandate, states are required to check the Problem Driver Pointer System before issuing a license to anyone. As he would be in the PDPS since he is under suspension in California, Alabama will deny his application.
If he thinks he can just say that he never had a license, he better think again. He'll have to provide his Social Security number to Alabama. When they run his SSN, it'll show his suspension in California.
In fact, Alabama explicitly says that anyone who is under suspension in any state may not be licensed in Alabama. |
