billy p, obviously you know nothing about netiquette. Typing in all capitals is not neat, it has been considered rude from the early days of internet communications. It is, indeed, considered shouting, and was considered shouting with the advent of full support for ASCII. On March 11, 1968, U.S. President Lyndon B. Johnson mandated that all computers purchased by the United States federal government support ASCII. It matters not that you disagree, that is just the way it is, and has been for a long time.
Many of us tend to ignore shouting posts, as they appear to be uninformed rantings at first glance, rather than the coherent thoughts of educated people.

Now that being said, the proper answer to the question on registration can only be answered definitively by the DMV/DVL. Don't go on-line looking for the answer, use that new invention, the telephone. You may find they still have a real person in the office. I have never lived anywhere that required payment of registration fees for years the car was off the road. As an insurance broker, vehicle registrations agent, and driver licence issuer, I never had to collect back registration fees for vehicles off the road, whether it be one year or ten.

capital letters is not shouting unless you put the punctuation marks to prove the point.I LIKE WRITING IN CAPITAL BECAUSE IT IS NEAT. BUT to answer your question,if you have been running off temp tags for 5 months they should make you pay from the time of the BILL OF SALE of the car! They can only make you pay from the time you bought the car.WHAT IDIOT TOLD YOU DIFFERENT.If that were the case if you bought a car that has a 1999 tag on it you would have to pay for that.USE COMMON SENSE.They start charging you 15/20 days after the complete sale of the car.if you bought the car in october of 2008 on the 10th day, then add 20 grace period,so they will CHARGE A LATE FEE SINCE 10/31/2008-PRESENT.aLSO it depends on when you are to get your new tags(month)

In Calif:
It is the sellers responsibility to get the car smogged...not the buyer. The reason being, if the car can't pass smog, then it will never be able to get registered. So why buy a car that you can't register?

If the car hasn't been registered in 5 years, it's possible that it has fallen off record. You may have to take it in for a physical inspection at the DMV or AAA Auto Club at this point.

First, you must get it smogged, so you need a one day moving pass which will allow you to move the car from your house to the smog station and back to your house. Get that from the DMV or AAA.

I don't know what you mean by temp tags. That must be another state or country rule, other than California. CA doesn't have temp tags. We have red numbers that go in the back window. (Jan=1, Feb=2 March=3)You can get 30 - 90 days with proof, such as order slip saying you're waiting for parts. Depends on situation.

You will pay a small penalty for not completing the transfer within 10 days of purchase, but you won't be charged 5 years of past registration.
