Title and registration are two different pieces of paper.
Registration you keep in the car. Title you keep somewhere safe, like your underwear drawer or safety deposit box.
When you buy a car, the seller must give you the title that he has signed to release his interest in the car. You take that to the DMV to get a new title and registration now in your name.
Every year you will get a new registration when you pay for new tags for the license plate on back.
IF THE SELLER HAS LOST THE TITLE, he can use a duplicate title form REG 227 from the DMV instead. He still must sign, fill out and give to you. You can't get a new title/registration without the sellers signature.
IF THE CAR IS ALREADY IN YOUR NAME, and you just need another registration...the DMV has a form for that too. REG 156: Application for duplicate registration....$18. |

I bought a car from someone who had to get a "abandoned" title even tho it wasn't. Call the BMV they should be able to help |

If you have paid your car in full and owe nothing on it, that previous owner is supposed to give that paper to you. I am not sure you can get one unless you take proof of insurance with you when you get your license plates and they will then give you a new one at that time. |

If you are not able to get the title from the seller, make sure you receive a Bill Of Sale at least.
One option you have is look into doing a Lien Sale. DMV have information. The easiest approach is to pay one of those independent registration places that will process DMV paperwork for a small fee. They will know what to do. |
