You can't. If for some reason you are unable to get a social security card, some states will allow you to present the letter from social security saying WHY you can't get a card, and proof of being a legal resident. But generally speaking, no card, no learners permit, no license. |

you cant do that, you have to have a valid social security number, and if you cheat the system with that, thats considered fraud and you will go to prison for a really long time for that. |

you have to have a social security number, go to your local office and they can help you get one free of charge. Then you will be able to get a learner's permit. At the Social Security office they will give you a piece of paper verifying that you have applied for a card, so it might not take too long. |
