If you are asking about using a registration you just look at the paperwork; if you are asking about using the plate to find out the current owner, it's highly unlikely due to anti-stalking laws. Rebecca Schaeffer of "My Sister Sam" fame was murdered by a neurotic fan who used DMV records to find out where she lives. Some states may allow you to request this information but there are only a few. |

You need to get a form from DVLA
They want £3.00 I think.
But you have to give a valid reason for wanting it. |

Or you could follow the vehicle to it's final destination, and ask the driver who they are. |

Apply for log book it will cost you£19 and register to your name or some ones ,and you will see the previos owner on the book [raison lol] |
