First, you may want to post this question in a different section for a selection of replies. Second, depends on the girl (is she a stranger, co-worker, etc...)

If she is a stranger , but one that you see around (at the pool, your job, etc.) then walk up, introduce yourself , ask her name and ask her if she would like to go out sometime. Just be direct. If she says no, she will probably offer a reason ("No, thanks, I have a boyfriend" will be the most common) This method works because, although it takes a little courage on your part, it catches her completely off guard. The less you say before you ask her out, the better. She will have no time to have a negative impression, and she may be impressed that you are so direct.

If you know her name and have spent a little time with her, use the same method, but be a little more specific. Ask her in a way that she will understand that you are interested in romantic involvement. "I really like spending time with you. You make me smile. Do you want to go out sometime?" This way, there is no mistake that you are going as 'just friends'.

If she is close enough to be considered your friend, the situation could be a little trickier. In this case, it would depend on the nature of your relationship with her. I have had pretty good luck with just kissing a girl I'm interested in and seeing what she says. WARNING: Only do this if it feels right....make sure you have lots of eye contact before the kiss and hold it as you go in for the kill. Give her a chance to pull back. If she does, DON'T APOLOGIZE. Just take her hand and say,"I really like spending time with you. If you're ever ready to take it a step further..."

Remember, the worst that can happen is that she won't want to go out with you. Your pride might be bruised, but I would rather have a shot to my ego than wonder what might have been.

First you speak to her, like hi, how are you doing, she will probably say fine, then you say , well you look fine, and she will thank you or you can compliment her by saying you look very pretty today, and when she say thank you then you can ask her, her name.
