You can't. Under numerous privacy laws, the primary being a federal law- the Drivers Privacy Protection Act, 18 U.S.C. Â§ 2721, Public Law 103-322, you- as a private citizen- are not authorized to obtain any personal information that can be obtained from a vehicle registration.

If you are having problems with someone who is driving that vehicle, all you can do is file a complaint with the police & provide them the registration number. The police then will investigate your complaint & find out who the registered owner of the vehicle is & contact them as part of their investigation.
