What my question more specifically is, is- If I restore a 69 Camaro from the ground up, and the vehicle does not have a VIN number and no original parts, how do I register it? How does the DMV determine the year of the car is 1969?

This is a difficult question to answer as the requirements differ so much from state to state.
In a nut shell, you will have to provide documentation to prove it is not stolen, not only for the car, but all major components. You will have to complete an application for a VIN number (which shows it to be a constructed car) that is issued by the state. It will have to be inspected to insure compliance with all applicable laws. Along with this will come a title once all the fees are paid. |

Good question. You would ahve to contact the DOt and they will issue a VIN for your car. |

Well, they don't. If it doesn't have any parts with a vin, then it's a kit car or a 1969 reproduction car, and the ACTUAL year, would be the year the DMV assigns a vin to it. |

You don't, you need to contact the highway patrol. They will research & try to locate the old one or issue a new one. |
