How to register a car in Arizona if I live in California?

Is it possible to register a car in Arizona if I live in California, and only have a CA Drivers License/Address?
Can you do that? If so, how?

You would have to be a resident of Arizona to register your vehicle in Arizona. That means you would have to establish residency in AZ.

If the vehicle is titled in your name and is garaged in California, you can't register it in Arizona. Why would you register it in Arizona anyway? More details might help.

Okay, to add to this one...I AM an AZ resident and have an AZ drivers license! Problem is, I am stationed in VA and do not have any intention in driving 2500 miles to get my car inspected in AZ...so, how do I register in AZ, because VA property tax is killing me!
