How to register an out of state car in California?

I am purchasing a 2005 car from back East to be registered in California. I was told that it may be very expensive to bring up to CA emissions standards or I may not be able to register it at all. Does anyone know the exact details?

What kind of car are you planning to register in CALIF? All US model production cars manufactured since 1990 should have a decal certificate permanently attached under the hood or on the driver's door jam that reads approximately like:
"This vehicle conforms to all applicable US Motor Vehicle safety and emissions regulations in effect on the date of manufacture shown above in the United States and California."
(Some US vehicles and many foreign vehicles were not manufactured to meet CA emissions specifications and were called 49 State cars. Those cars would need to have CA specs installed to be legally registered.)

You will have to pass CA smog requirements. You may be much better off to buy locally where the seller will have to have it smogged to sell it.
