You can return it to the DVLA with a note saying you have found it, no need to supply your name and address, cause if you do you will have an automated letter saying you are not entitled to refund as you are not present/previous keeper etc. |

do you mean 08 (august) 09 send it to DVLA Swansea, with a note saying where you found it. if it is 08/08 it's out of date, scrap it. |

The police they can contact the owner and have them come and retrieve it. |

take it to the police station, they will be able to get the owners details off of it from the registration number and return it to them |

If it is an 08 tax disc it has expired so just put it in the bin an save on the postage.
