go to DMV cost, every state is different have a police report when you go to DMV

Unless it's personalized plate they will issue new plates on the spot depending which state your in.

In most states you need a copy of the police report where you reported the plate stolen, and then it takes as long as it takes you to go to the DMV and get your new plate.

Cost will vary by state. If you are in MO, they are kind.

If you are the victim of tab theft, you may receive up to TWO sets of replacement plates/tabs per year AT NO COST when your application is accompanied with a notarized affidavit and corresponding police report verifying that such license plates/tabs were stolen. A $3.50 processing and plate re-issuance fee will apply.

CA isn't as nice, they require a police report and charge full price.

Just go to your local DMV office ,tell them that your license plates was stollen and you need to see about getting a replacement plate.
