You must check the state department of motor vehicles website for the state in which you reside. The states issue the driver's licenses here, not the US. Good luck. If I knew the state, I could find the website for you :o). |

Each state has certain rules regarding exactly what is needed to get the driver's license. The hardest requirement for New York State non-immigrant applicants (where I live) is to show a social security number card OR a letter from the social security administration people that says you are not entitled to a social security number.
Another issue with getting a driver's license (at least in New York State) is that once granted, the license is only valid for the period of time indicated on the non-immigrant's I-94 card. Since F-1 student's don't have an end-date on their I-94 card, their license is granted for one-year periods, not to exceed the I-20 completion date (item #5).
Since you are changing status from B-2 to F-1, I suggest you wait until your status is approved and apply for a license with the F-1 status. Getting the license as a B-2 can be tough since the B-2 is not a resident visa AND the period of stay is much shorter than the amount of time it takes to receive the actual license. But different states have difference qualifying criteria, so checkout the application criteria for your state.
