You can pay for one if you like, it is your money after all. Then you will get to do it all over again when it comes time to renew.
But in CA once you turn 18 your license will automatically revert to an unrestricted license & you don't need to do anything until it is time to renew. |

Nope, you don't need to get a new one until it expires. It very clearly says "AGE 18 UNTIL 2009", so after your birthday in 2009, anyone looking at it can tell it's no longer provisional. |
