I have a vin # and License plate number. How can I get an address and owner name?

You pick up your microphone, and ask for a 10-28 giving the tag number.
If you are not law enforcement, all is not lost, you fill out the form with the information, pay the cost and sign the place where it says "I certify I am a tow company with actual possession of the vehicle, and need to notify the owner" and fill in your DPS Number.
If you are not a tow company, all is not lost, you do as above, but sign as a representative of the insurance company certifying there is a claim against that vehicle.
If you are not one of the above, sorry, all is lost and this is information you don't have any business having. |

You can, in every state I know of (about 20). But you need to show you have cause. You can mail in a form, obtainable from the DMV, to the state and request the info. But if you have a Police Report, the police should have ran the tag and given you the info. |

the police can get it.
there is an independent company that keeps records on every American, you can pay them to access the data, but it costs.
usually private detectives will subscribe to this service, have you thought about hiring one ?
you can send a note to them through the DMV if you are just trying to make an offer to buy the car or something. |
