Good question. For instance a you don't need a license to drive a Golf Cart but not sure if there are any laws that say you can't drive them on the road. |

.I'm afraid not being funny the only answer to your question is go to the model shop, any vehicle on the road requires insurance, whether it's petrol diesel or electric, just in case you are involved in any accident.I think I am right saying cars over 25 years old and over are road tax free.I am sure that everyone requires a driving licence to suit the transport you have |

The closest vehicle I can think up to your specification would be a horse powered cart.
a "pedal powered" car would do the trick too, you could perhaps convince someone to make you one, I bet it would be popular if light and compact enough.
If it was also strong enough so that a cement mixer couldn't crush it it would definitely be a hit as a few such deaths come to mind. |

Good post. I had some problems with my car after I had an accident. My Insurer wanted to raise my rates $525 a year! I've never even gotten a speeding ticket!
I looked for a new provider and found this website:
