in most cases, the officer cannot verify if you have insurance or not.
when you are stopped, the officer asks for your drivers license and insurance. you should have a card from you insurance company that states the insurance is effective jan 1 to july 1. but say after getting the insurance, you dont pay your premiums and it lapses. as long as you have the card showing the dates, would not know. if in an accident, your company would know that there is an accident and would not pay.
now say you forget to put your insurance card in your car or wallet. then he could issue ticket for no insurance since you have nothing at the time to verify you are insured. or if your insurance card has expired, then would assume no insurance.
now there is one other exception; in a couple of states, if your insurance lapses, they notify the BMV and would be on your record when the officer calls. but that is very rare, since it is a mess to update and keep current. usually the only time it goes on your record, if in an accident, no insurance found and you have to verify you are financially responsible.
with drivers license. the officer runs it to verify if clear or suspended; if suspended, could give you a ticket or arrest you. |

depends on where you are if you don't have insurance in Florida and you don't turn in your tags the insurance company calls the state and they suspend your license and it costs a bunch of money to get it back |

If you were issued a citation, you'll need to appear in court and show proof of insurance. If there was none, yes you will be fined. |
