Do not purchase the vehicle. It is their responsibility to get the title copy from the DMV, then they need to sign it over to you. Without them doing this, you will not be able to get the title and they will still legally own the vehicle.

They need to buy a replacement title, you can't. My son had someone yanking him around like this and he actually drove them to the DMV so they would do it. They ordered the title and did the ownership transfer all at the same time.

Just as land is sold by deed, vehicles are sold by title. Without a title, walk away from it.

If they "lost" the title in a move and are the legal owners of the vehicle, they can get a duplicate. THEY, not you. THEY own it. Once they get the clear duplicate title, and can show it to you and sign as the sellers, only then should your wallet open.

Without the title you don't know if it is theirs to sell or not. And if it turns out to be stolen, it will be taken from you at the very least.

Buying a vehicle without a title will cause you many problems. Insist that the owner get a replacement title before any money changes hands.

Ask the seller to get a duplicate title from the local DMV. When you have the title in your hands, then hand over the money for the car.

they should be able to request a new title from the DMV in the state, it may cost them something though

Don't do it until you get the previous owner to get the title. I wanted to purchased a truck with the same problem and the owner was able to get the title the same day at one of DMV locations around town. They don't all do this so you'll have to call around to find out who dose. Another option is to get a duplicate title form with transfer of ownership. This will require both of you to go to the DMV together and will take a few weeks for you to get the title in your name. If you do it this way they will give you a temporary title applied for form, wich will allow you to get it registered, with proof of insurance. Don't forget to get a bill of sale from the owner, ask for there ID so you know it's them. Good luck.
