You can but you shouldn't. If something happens, your Mom will be a whole heap of trouble. Don't even think of doing such a thing

No. Rental cars have named drivers on the rental agreement. If your name is not on it, don't drive it.

No. You have to be old enough (usually 21) and have a valid driver's license AND be on the rental contract as an additional driver in order to drive a rental car. A temporary permit is not a valid license.
