What a nice brother to buy your sister a car. You registered it in her name so legally it belongs to HER, not you. Therefore SHE will have to agree to add you to the title, otherwise you're out of luck. |

If there is a lien on your car, then the title is with the lender. At the time of purchase, the person applying for the loan had to be there to sign the papers. The title is held by the lender and the a registration is issued in the same name to be carried in the car.
You say "my" car. Why is it your car? Are you making the payments? Your sister can agree to add you to the title. but if she's the one the lender thinks is making the payments, they won't take her name off the title.
This is something done with the lender and not the DMV, because the lender has the title. If the car was paid off, then you would have the title and you could make changes through the DMV or AAA Auto Club.
If you add your name to the title, then a new registration will be issued with both your names on it, to be carried in the car. This will be considered a family transfer and you'll be exempt from tax and smog if you fill out the right form. |
