Getting a ticket for driving without insurance is not a criminal code offence. It's an offence against a Provincial highway or motor vehicle act, therefore you would not have a criminal record for that offence, so I don't see how that would affect your ability to travel. However reading your other question regarding this situation there is probably an outstanding warrant for your arrest because you did not show up for court, so if you tried crossing the border you will be arrested.
