autoinsurance.noneto.com - check this one. As I remember they have lowest car insurance rates for teens and young drivers.

Because she's older, has been driving longer, and probably has much better credit than you.

Those are all factors that insurance companies look at when determining your premium.

You mom has experience and therefore is not as much of a risk of getting in an accident as you are. The insurance company relizes that it is impossible for 2 people to be driving the same vehicle at the exact same time. So the theory is, if she has access to the car, that means your access to the car is less than it would be if you were the only person able to drive it. As such, the risk of getting in an accident is cut because she will be using the car some of the time. Your rates reflect the lower risk.

she has a history, not just a better one, and more life experience. If she doesn't drive the car she should really be 'Occasional" and you should be principal. (should be), but as you gain experience, and if you keep your record clean, your premium will go down.

Because she will be over 25 and no doubt got no claims. But it all depends if you are going to be the main driver. If you are but your mum is not likely to drive your car, just insure it for yourself, I know it will put your insurance premium through the roof, but if you lie to the insurance company and they find out you will find it hard to get insurance.
If you put restrictions on the insurance eg low annual miles and will not be out late at night and that you will not have more than 2 under 21s including yourself that should make a difference to the premium.

Drivers ages 17-24 are by far the highest risk to be involved in an accident. Insurance companies know this so they adjust their premiums accordingly. If you are under your parents policy, they assume your parents will aid in "supervising" your driving, thus the premiums are reduced.

Remember the insurance business is all about risk. the higher the risk, the higher the premiums.
