I've read the DMV's site 500,000 times. You *will* need a permit or license to take driver's ed.
Even without driver's ed, you can take your DMV road test at the age of 16. If you pass within the first six months of having a permit, you'll get a limited jr. license (can't drive alone). If you pass after having the permit for six months, you'll get a standard junior license (can drive alone from 5AM to 9PM. You'll need a guardian at other times, and you cannot drive alone in NYC or LI).
At the age of 17, you can get a full, no-limits class "D" license if you bring your driver's ed certificate of completion to the DMV or to your road test. If you did not take/pass driver's ed, you'll get a full "D" license on your 18th birthday. |

Yes you need your permit. 17 is the earliest you can start driving by yourself , but there are certain time limits you drive between 6 am to 11 pm after you are 18 then you can drive anytime. |
