It will depend on if your parent legally must sign off on the permit.
In that case you may be able to get your friend's mom to drive you there, get the papers, and get the signature from your parent notarized at your bank, and take it back.

Your parents or legal guardian has to sign the paperwork for you to get your permit.
If you can pick up the paperwork from PennDOT & take it home for your mom to fill out, then anyone with a license can take you back to the test site to take your written test for your permit.
If you have to fill out the paperwork there in front of the PennDOT employee, then you will have to have a parent or legal guardian accompany you there so they can sign the paperwork.
