You can buy the D plate anywhere, however it means the "D" was registered in Deeside-Shrewsbury.
E.g DG51 DVL
As in DG (local identifier code) 55(year of registration) DVL (random letters)

dunno, but why u wanna reg. with a D in it anyways? Try buying a personal registration number instead, you could save thousands of pounds! hehe
