Is a persons first name and phone number enough to file auto insurance claim?

My younger brother was rear ended at an entrance to a parking lot. Before turning into the parking lot a man hit him from behind, so they both pulled into the parking lot to check out the damages. My brother only took the man's first name and phone number. He called the man for his insurance policy and the man does not want to give the policy number to my brother. He wants to pay for the damages out of pocket. Yes, my brother did agree to this at first, but his a new driver and was probaly nervous about the accident at first. Any advice please...

Report it to the police, to trace his name and phone number to his registration & insurance company, when he files a report, the driver will get a summons, etc.. I would call your insurance company, and inform them of the situation, they could pursue contacting the other driver

Not for nothing, but your brother should have also got the guys drivers license number.

Nope, You need to know who the man is insured with. If he isnt giving that up. Your fu!ed Just hope he even pays you outa pocket. Just telling you the truth.

Honestly, he's not going to be able to file an insurance claim on this guy. Does he even know who the guy's insured with? If so, the insurance company will not be able to pull the policy using only a first name.

No. You need their name, address, phone number, insurance ID number and other information. Some states you even need a police report of the accident or it is null and void.
You can get the other information by doing a reverse lookup of the phone number on the internet and go from there.
One piece of advice though....NEVER NEVER NEVER!!! let someone pay for an accident out of pocket. Thats why they have insurance for. They could always say at a later date that they never hit your car after they postpone paying you to get their car fixed. Once fixed, there is no shred of evidence that the two ever collided.

If you brother has no injuries and the other driver pays him out in cash, go for it. Lots less hassle

Do a reverse phone number lookup and see if you can get the last name. Did they file an accident report? Contact yuor insurance company and let them handle it.

Well if the number is not his cell, you can call up directory assistance (411 on most cell phones). If you give them the number, they can look up the full name of the person and possibly his address.
