It depends entirely on your state's laws. My state used to allow you to do a records search for about $15 if you had a vehicle's license plate number. You could get the name of the registered owner and the person's address and, if they had given it to the DMV, their telephone number, even if it was an unlisted number. You actually had to check a box on the DMV renewal forms to have your record kept private (which I always did.)

That law was changed several years ago to help protect people's privacy. There were several well-publicized cases where someone took down a license plate number and then harassed the owner of the vehicle after doing the search.

I believe that some states still have an "open records" policy, but I am not sure. From a pure privacy standpoint, it doesn't make any sense to me, but then that's just me. If you have the license plate number of the car, you might try calling whatever department handles motor vehicles in your state, and finding out if you can use that number to get the information. I do know that in our state the plate number was the only way to get the information--you couldn't just give a name and get the information. Ask your DMV, and they can help you with that.

If it's a matter of someone leaving the scene of an accident, or something to do with an insurance claim, you should be able to either give your insurance agent or the local police the information you do have, and they can follow up on it. I know that in my state, my insurance agent can take information from me and get the other party's information from the police. He cannot give me anything other than their name, but he can proceed with an insurance claim against the other person if needed. And actually, he doesn't really give me the name--it just shows up on paperwork related to the claim. So if it's that type of problem, try your agent or the police.
