Not necessarily. A lot of insurance companies have done away with the 'automatic third party' insurance with fully comp. The reason is, people were insuring crappy ford fiestas and similar cars, but actually driving big luxury cars to avoid the high premium costs.

There can also be conditions as well. For example, my policy does allow me to drive 3rd party on other vehicles, BUT i have to 25 or older, and so does the other car owner.

You need to read the terms and conditions of your specific policy, as its a costly mistake if you get it wrong.

As vavavoom says be wary! Ask your insurance company. They are also feeling the finance problems because more people are trying to defraud them so they have tightened up!

I have fully comp. and can drive someone else's car on 3rd party only. So if I crashed into the back of someone else (my fault) I am not insured for the car I am driving, only the one I hit! Could be VERY expensive!

Lots of companies do not do third party insurance for some reason. This link, discusses where you can get an insurance policy that allows it:

Yes this is true but there are three conditions before you can drive the car. First you need to make sure that there is not any exclusions on your policy, some time the insurance companies drop certain levels of cover to offer a reduced premium.
Second, the car that you are going to drive needs to have road tax, mot and insurance.
Third, you need to have the permission of the owner before taking the car.
Not sure about Ireland as there are several insurance companies that have special terms for Irish drivers.
Ja.

some insurance companies may not allow this until you are 25 but check with your own company

im with axa through a broker and they allow from 17 upwards

You will need to check your policy first. If you are under 21 then the chances are, you wont have the cover anyway. This is the case with most insurance policy's.

Read your insurance certificate, or for a definite answer phone your insurance company and ask them.

My last insurance company let me as mentioned on my certificate, but my current doesn't allow this option.

Only with permission of the Third Party Owner and that they have Insurance on it as well. Ireland is completely different ask your Insurer.
Ps when driving another vehicle you are using your Insurance

It must state on your "insurance certificate" that you can drive any other car on "third party only".
I would say "OK" in the Uk.
But only one part of Ireland"(northern) in the UK.
