I thought I read about that and I couldn't believe it!

1st time license holder- picture id or ss card and Original birth certificate. Maryland resident and just took my son in for his learners permit.

No. You have to prove you are who you say you are. Multiple forms of ID is required.

When it comes to identification most likely you will have an I.D. of some sort. Wiether it is a school I.D., State I.D., or simply a Social Security card and/or Birth Certificate. Do you necessarily have to have and a State Identification Card? The answer to that is.......NO! Because having a school I.D., Social Security Card and Birth Certificate will just as well. I mean you still need that even if you had an State I.D.How else would one prove who they really are? However that question was rhetorical.
